It is expected that it will be easier for people to use administrative data in terms of searching, extracting, and editing as the government’s documents to be data-friendly.

The Ministry of the Interior and Safety announced that it will start the reorganized public form service from November 12 and provide public services step by step by the first half of next year for research reports, press releases, recruitment notices, and committee decisions.

The government started to smartification of administrative documents because the existing administrative document preparation method was slightly different for each ministry, making it difficult to utilize data, and the documents provided were distributed in various places, making it inconvenient to find the desired documents.

The government has formed the Administrative Document Innovation Department TF jointly with nine related ministries such as the Office of Government Policy Coordination, the Ministry of Science and ICT, the Ministry of the Interior and Safety, the Ministry of Culture, Sports and Tourism, the Ministry of Personnel Management, the Ministry of Legislation, and the Fair Trade Commission to have taken reform work of the data in administrative documents.

In the case of public documents, five items were standardized, such as △ press releases, △ research reports, △ public forms, △ recruitment notices, and △ committee decisions, and the storage method was converted into open documents and reorganized to be provided through an integrated and linked system.

The Ministry of the Interior and Safety expects the innovation to improve the machine readability of administrative documents, making it easy to use data in documents and to improve public convenience by providing administrative documents at a unified window.

For example, citizens have submitted public forms through e-mail, fax, and mail, and public officials have manually entered the received public forms, but in the future, they can fill out and submit them directly from ‘Document 24’, increasing public convenience and work efficiency.

In addition, the government plans to reorganize the administrative department in a data-friendly manner, such as changing the document preparation method to an open format, entering keywords in document information, and recommending that documents be written based on content.

This is expected to facilitate the accumulation and utilization of data in administrative documents of the government, and improve work efficiency by resolving format-oriented document writing practices.

As for the results of the innovation of administrative documents, Lee Jae-ho, a representative member of the National Committee on Electronic Documents and Processing Languages (ISO/IEC JTC1 and SC34), said, "Administrative document innovation will contribute to the leap forward for the digitalization of the government by the time the importance of data and knowledge is noticed along with the rapid development and diffusion of artificial intelligence technology."

Pansoft CEO Nam Dong-sun, a representative of the International Standards (ISO TC171) in the field of document management, also evaluated that "the development of data extraction technology necessary for data analysis, data processing and system development for big data analysis will be possible".

The government plans to continue to reorganize the public disclosure documents and to spread innovation measures to local governments in the administrative sector.
