The Ministry of Land, Infrastructure and Transport announced that it has set the 2022 budget to 60.9 trillion won, the largest ever, to stably support the financial needs for economic vitality, housing welfare, and safety enhancement.
The budget will be increased by 3.8 trillion won (6.8%), compared to 57.1 trillion won in 2021, and will take 10.1% of the total government expenditure (about 604 trillion won) in 2022.
By sector, the growth rate of the welfare sectors such as housing and basic living security (8.5%) is higher than the growth rate of traditional SOC budget such as roads and railways (3.9%). Considering the uncertainty and polarization caused by the prolonged Covid-19, it is expected that the investment will be made in the welfare sector such as support for the vulnerable class and basic living security.
In addition, the SOC budget, such as roads, railways, and logistics, reflects the needs for qualitative growth, such as the expansion of essential transportation networks, upgrading of SOCs and technology, and safety enhancement.
The budget regarding smart cities and related fields is as follows.
In order to respond to climate change and carbon-neutral 2050 and prepare for the post-Covid era, and to actively promote the Korean version of the New Deal, innovation industry support, the old public rental housing green remodeling, remodeling interest support, hydrogen demonstration city (Ansan, Jeonju, Ulsan) construction, and green new deal division, a total of 516.2 billion won were organized, including △the green remodeling of public rental housing 364.5 billion(2021) to 480.6 billion(2022), △the activation of green remodeling 11 billion won (2021) to 11.1 billion(2022), and △hydrogen city 24.5 billion(2021) to 24.5 billion(2022).
In order to improve the quality of logistics services, which are essential services for the people's lives, to respond to the rapidly increasing logistics demand compared to post-covid, and the smart logistics sector has expanded its budget for supporting digital demonstration complexes and secondary conservation. In the case of smart logistics centers, the budget for smart logistics centers expanded from 10.8 billion (2021) to 16.6 billion (2022).
To foster the drone industry, which is widely used for logistics delivery and safety management, and to nurture drone pilots in the public sector and operate a corporate support hub, the budget related to the development of the drone industry is expanded from 18.8 billion (2021) to 30.3 billion(2022).
New R&D such as SOC smart management and demand response mobility will also be promoted. SOC smart investment has also been expanded to efficiently maintain and manage aging infrastructures such as roads, railways, and bridges through the convergence of high-tech technologies such as IoT and Big Data and SOC.
Moreover, the budget, which was 1.9 trillion won in 2021, increased to 2.4 trillion won in 2022 to dramatically improve the wide-area transportation service with a high sense of real-life experience for the people.
The Ministry of Land, Infrastructure and Transport plans to continue to carry out projects such as GTX, metropolitan and urban railways, metropolitan BRT, and mileage to alleviate the burden of commuting to and from metropolitan areas and to contribute carbon neutrality through the provision of uninterrupted transportation services and efficiency of transportation.
For the metropolitan and urban railway sectors, 1.9 trillion won is allotted in order to carry out the construction of the metropolitan base railway such as GTX A, B, C route and Shinbun Dynasty.
In the case of GTX, 460.9 billion won for GTX A (Paju-Samsung-Dongtan), 80.3 billion won for GTX B (Songdo-Maseok), and 103 billion won for GTX C (Deokjeong-Suwon) has been allocated, while the budget for metropolitan and urban railway construction (GTX) was expanded from 1214.3 billion won (2021) to 1859.7 billion won (2022).
The BRT sector reflected two routes under progress and three new routes, and the S-BRT pilot project was also expanded from 14.1 billion won (2021) to 15.6 billion won (2022) as the new budget was reflected.
Meanwhile, the budget for the mileage business linked to the wide-area card, which contributes to carbon neutrality, has been greatly expanded from 9.6 billion to 15.3 billion won by paying mileage when using public transportation in connection with eco-friendly means such as bicycles and walking.
