Seoul Expands the Smart Safe Return Home Service to All Citizens

The Seoul Metropolitan Government has strengthened the function of the ‘Ansimi’ application and expanded its operation from May to make any citizens in Seoul can use the " Ansimi app" service regardless of gender or age, including safe return home service, which has been mainly provided for women.

The Ansimi app is a 24-hour smart city service that monitors the safe return to the destination in real time and even provides rescue support by linking 60,000 CCTVs installed throughout Seoul as a control tower.

Since the pilot project of four autonomous districts in 2017, it has been providing services throughout Seoul since October 2018, and there was a real case that sex offenders were arrested 10 minutes after reporting the Ansimi app in June 2019. Currently, the number of downloads is 186,932, and 116,361 people have signed up.

The Seoul Metropolitan Government plans to allow the Ansimi app not only to support a safe return home, but also to provide emergency rescue in case of school violence, stalking, and distress so that it can become a representative self-defense app for citizens.

The app can be searched by the name of "Seoul City Ansimi" on the Play Store or the App Store and installed. After signing up as a member, you can apply for the "Safe Return Home Scout" 30 minutes before using the Ansimi app. In particular, you can easily sign up with contact information and minimal information (name or nickname) and use it immediately after installation.

The key function of the safe return home scout is "emergency report," and if a user presses "emergency report" on the app screen or shakes his/her cell phone more than a certain intensity, an emergency is sent to the integrated control center in the center to take prompt action.

Moreover, suppose a pre-set is made to allow photography and video shooting in case of an emergency report. In that case, the on-site situation can be transmitted to the control center even without CCTV, which can be useful for emergency situations.

In addition, it visualizes and provides information on safe facilities such as safe parcels installed in Seoul, CCTV locations, and guardhouses, so it can be useful for young single-person households to move.

Besides, it provides monitoring of returning home to the destination safely by running the safety app, reporting it immediately to police if a threat occurs on the way home, illegal filming inspection, and requesting rental of detection equipment (applicant: owner of a private facility or facility manager).

If you turn on the safety app and ask for "return monitoring" in dark alleys late at night, the alley security lights will brighten, and the security lights will flash in case of an emergency report, providing a "smart security light" service to quickly find and respond to reporters.

At the same time, the app also secures safety from electronic anklet wearers. In addition to the CCTV control center, an emergency situation is reported at the same time through cooperation with the Ministry of Justice, and if there is an electronic anklet wearer within 30 meters, the Central Control Center monitors the safety of the reporter.

The safety app "emergency report" will also be sent to the location tracking center (the Ministry of Justice) and if there is an electronic anklet wearer within a 30m radius of the reporting location, an alarm will occur at the location tracking control center, call the electronic supervisor immediately, or the probation officer will dispatch.

The Seoul Metropolitan Government plans to continue to strengthen the safe function along with the expansion of the safe application and service.

When using Seoul Taxi (total 70,000 units: corporation + individual), it will provide a "safe return home taxi" service from November that informs guardians and integrated control centers of boarding and taxi information and monitors their return.

Reservations for "Safe Return Home Scout" used by citizens returning home on foot will also be reorganized and implemented from the second half of the year to allow 24-hour reservations from 21:00 to 24:00 on the previous day.

"The Seoul Ansimi app is now evolving into a service that supports the safe daily life of all Seoulites," said Kim Sun-soon, head of the Seoul Metropolitan Government's Women and Family Policy Division. "As it can be used in all anxiety situations, such as returning home late at night, stalking, and distress, I hope all Seoul citizens install the Ansimi app."
