The installation of electric vehicle chargers, which was mandatory only for new facilities, will be mandatory to major existing facilities, from next year.
In addition, electric vehicle chargers operated by the public sector will be opened to residents, and the 'Eco-friendly car purchase target system' will be introduced for large-scale consumers such as rental cars and large corporations.
The Ministry of Trade, Industry and Energy said that the "Promulgation of Partial Amendment to the Act on Promotion of Development and Dissemination of Eco-Friendly Vehicles (Eco-friendly Vehicle Act)" was approved at the Cabinet meeting on the 20th.
This bill, which was proposed by lawmakers Jang-seop Lee and Hak-young Lee in February, passed the plenary session of the National Assembly in June after passing the resolution of the National Assembly's Industry, Trade, Resources and SMEs and Startups Committee in May.
of all, the obligation to install electric vehicle chargers, which were imposed only on newly built facilities, will be expanded to existing facilities. At the same time, the enforcement system will be reorganized to increase the efficiency of electric vehicle chargers established in the past.
Moreover, chargers built and operated by the public sector, such as the state, local governments, and public institutions, are required to be opened to the extent that there is no hindrance to security and business performance. As a result, it is expected that residents of townhouse and multiplex housing will be able to use nearby public chargers.
authority to impose enforcement and fines will be changed to the local government. The enforcement targets were also expanded to all public chargers to increase the effectiveness of enforcement and to respond to the inconvenience of users.
The main contents are as follows.
□ Expansion of electric vehicle charging services
The obligation to install electric vehicle chargers, which was imposed only on new facilities, has been expanded to include existing public facilities (approximately 1.4 million dong) such as apartments, neighborhood living facilities, sales facilities, transportation facilities, business facilities, lodging facilities, entertainment facilities, and automobile-related facilities, and reorganized its enforcement system to increase the efficiency of already established electric vehicle chargers.
The mandatory installation system of electric vehicle chargers was introduced in 2016 to spread them around residential and living bases such as apartments and public facilities. However, it was applied only to new facilities that obtained building permits after the system was established, and existing facilities were excluded from the compulsory subject, so there was a limit in terms of rapid spread.
Through the revision this year, it is expected that the installation of electric vehicle chargers will be accelerated in the residential and living bases by imposing the obligation to install electric vehicle chargers in existing facilities.
In addition, it will be mandatory to open electric vehicle chargers built and operated by the public sector, such as the national, local governments, and public institutions, to the public within the scope that does not interfere with the security and business performance so that residents of townhouse and multiplex housing can use public chargers.
Meanwhile, the current law grants the authority to crack down and impose fines on regular vehicles illegally parked on electric vehicle chargers to regulatory organizations and metropolitan governments. It has been difficult to respond immediately to complaints from electric vehicle users.
To address this problem, the authority to impose enforcement and negligence fines will be changed to the local government, and the target of crackdowns was expanded to all public chargers to increase the effectiveness of enforcement and promptly respond to the inconvenience of electric vehicle charger users.
□ Diffusion of hydrogen infrastructure
It is expected that it will contribute to the spread of hydrogen charging stations by expanding the limit of rent reduction (50% to 80%) to supplement the insufficient economic feasibility of charging projects and to establish at least one hydrogen charging station in innovative cities or neighboring areas.
In addition, it is possible to build various hydrogen infrastructures such as hydrogen production and shipping facilities in the development-restricted area, making it easier to carry out complex-type businesses linked to hydrogen charging stations.
□ Creating large-scale demand
The Eco-friendly Vehicle Purchase Target System has been introduced, which requires large-scale private car buyers, such as rental cars, large corporations, buses, taxis, and cargoes, has to purchase or rent eco-friendly cars at a certain rate.
It was decided to support the fulfillment of the responsibilities of manufacturers and sellers by sharing responsibility for environmental improvement which has been imposed only on the supply side (automobile manufacturers and sales companies) to consumers.
□ Support for eco-friendly car corporations
A legal basis has also been established for the national and local governments to provide loans and funds for the entire industrial ecosystem, such as companies that manufacture eco-friendly vehicles and parts, and companies that produce and operate eco-friendly vehicle charging infrastructure.
The newly revised Eco-friendly vehicle Act will be promulgated as early as July and will take effect six months after the announcement.
"To ensure that the law is implemented in a timely manner, we plan to quickly revise the enforcement ordinance to prescribe matters delegated by the law, such as the ratio of companies subject to the purchase target system and the ratio of mandatory installation of electric vehicle chargers in key facilities," said The Ministry of Trade, Industry and Energy.
At the same time, the government plans to collect opinions from diverse stakeholders, such as consultations with related ministries, local governments, and legislative notices in the process of revising the enforcement ordinance.
