The Ministry of SMEs and Startups will recruit two local governments to create a smart innovation zone for small and medium-sized ventures in public-private cooperation in 2023.
The Smart Innovation District is a project that supports the creation of a joint-use platform for local companies such as manufacturing innovation smart platform, smart artificial intelligence (AI) logistics, corporate joint use space, and eco-friendly joint infrastructure, based on the investment of private (anchor) companies in small and medium-sized enterprises.
Regional investment by private (anchor) companies include all types of investments such as relocation of headquarters, the establishment of branches (including factories and research institutes), creation of win-win collaboration spaces with local companies, and joint creation of smart platforms.
Subject to the project application is metropolitan local governments, and if the application area is at the lower level, it is possible to participate as a joint organization between metropolitan and basic local governments.
When participating as a co-hosting organization, it is essential to share the budget (building and operating expenses, etc.) between metropolitan and basic local governments.
Starting this year, the government will select the first area for pre-counseling (consulting) to promote the project quickly and effectively, and then select the final project site after the second evaluation of the area that specified the detailed project plan through consulting.
The final two sites will be selected to carry out the project quickly with the start of 2023 after completing the preliminary administrative procedures such as deliberation of shared property from this year.
The Ministry of SMEs and Startups plans to provide 2 billion won per selected place for two years, 2 billion won each year, and local governments will match local expenses with state funds and create a smart platform for joint utilization.
However, investment in response funds above state funding is a prerequisite for the selected local government.
The government will announce the final selected area for smart innovation districts in August after an evaluation committee composed of experts related to SMEs, urban planning, and location experts.
Business applications and applications are available from the 7th to the 31st of March, online on the e-Naradoum website, and mail and visit applications can be received through the Korea SMEs and Startups Agency.
