Government to hold a contest for "Small and Medium-sized Smart City Creation Project by Citizens"

The Ministry of Land, Infrastructure and Transport (Minister Roh Hyung-wook) announced on November 8 that it will invest 256 billion won (including 128 billion won in national expenses) by 2025 in the "Smart City Creation Project" to create and build smart solutions for small and medium-sized cities.

The Ministry of Land, Infrastructure and Transport said it aims to increase residents' experience by spreading excellent smart city solutions nationwide and strengthening local governments' business capabilities through this public offering project.
 

In particular, from this project, if residents find urban problems and set corresponding solution construction plans and performance goals to improve urban services, they can receive appropriate consulting from government-led supply projects.

The Ministry of Land, Infrastructure and Transport plans to select 16 basic local governments (including special autonomous cities and provinces) with a total of 64 billion won in state funds + 32 billion won in local expenses (1:1 matching project) next year, and the government and local governments plan to jointly invest 4 billion won.

The main schedule of the "Small and Medium-sized City Smart City Creation Project" next year is as follows.

▷Submission date: Local governments wishing to participate in the project should submit the business plan from December 27 to 29.

▷Selection announcement: The evaluation committee composed of external experts in each smart city field plans to select 16 small and medium-sized cities in early February of 2022 through written and presentation evaluation.

▷ Project Initiation: After selection, detailed implementation plans are established for each local government, and the project is initiated to build a solution for a year.


Meanwhile, apart from the regional smart city creation project promoted by the Ministry of Land, Infrastructure and Transport to spread the small and medium-sized smart cities, the public offering project to discover and demonstrate new innovative technologies to be applied to smart cities will also be announced through December and January.


△ Public-private partnership demonstration project (provisional, announcement will be made in December of 2021): A consortium is formed with local governments, private and universities to demonstrate technology (10 to be selected and up to 1.5 billion won will be supported per site)


△ Citizen-led living-lab-type demonstration project (provisional, announcement will be made in January of 2022): Selecting 5 local governments that are planning to operate or plan living labs (5 places to be selected and up to 1 billion won will be provided per site)
