The Busan Metropolitan Government's policy is to enhance the city's environmental value and public facilities services and to highlight the strength of an eco-friendly waterfront city that prioritizes transportation and the environment by first creating new transportation (tram), roads, water quality improvement facility, and green open spaces in the 2nd Eco Delta City.

The Busan Metropolitan Government will first create a new urban railway Gangseo Line (tram) to realize a 15-minute living area city and connect the Hadan-Noksan Line, which is under a preliminary feasibility study, early.
