The government plans to select new nongovernmental program managers to spread the outcome of the digital New Deal and accelerate technology innovation.
Applications for the program manager of three ICT fields, such as digital social innovation, information & communication convergence technology, and broadcast satellite, will be accepted from June 25th to July 23rd.
The Ministry of Science and ICT (Minister Lim, Hye-sook) and Institute of Information & Communications Technology Planning & Evaluation (President Jeon, Seong-bae) announced on 24th that they will begin the selection of a program manager, who will be in charge of planning R&D projects in the ICT field.
The nongovernmental program managers selected by the Ministry of Science and ICT will be key policy stakeholders who link the opinion of the research field with ICT R&D policy and present mid to long-term visions for ICT.
The Ministry of Science and ICT decided to adjust work areas for each private program manager and increase the number of operating personnel from eight to nine in order to enhance the expertise of private program managers. Also, it is to respond quickly to new technology issues as the ICT R&D budget has been increased to 1.2 trillion won, and new technology issues, such as non-face-to-face service expansion, carbon neutrality, and social problem solution using ICT, has emerged, expanding the scope of ICT R&D.
The Ministry of Science and ICT has hired eight private program managers in technologies such as convergence of ICT, communications, software & internet resource sharing (cloud), AI and data, broadcasting and contents, next-generation security, blockchain, and device and quantum. Each private program manager has consulted and planned in the technical field in charge.
The Ministry of Science and ICT has strengthened the performance evaluation of private program managers, reduced the initial term from three years to two years, and increased the maximum term for the current seven years (3+2+2) to eight years (2+2+2+2) to enhance job stability.
As the scope of technology that private program managers take charge will expand, the Minister of Science and ICT plans to establish a ‘Project Specialist’ system, which supports the program managers’ task, to strengthen their expertise in the field of the detailed technology.
In accordance with the policy, the blockchain-specialized planning committee which supports tasks of ‘securityㆍblockchain private program manager’ will be selected as a member of IITP this year and the operation of the committee will be expanded from next year.
“We will find the best technology experts to create the result of digital New Deal, which the government has been promoting since last year, and accelerate digital technology innovation,” said Seung-won Lee, the Information and Communication Industry Policy Officer of the Ministry of Science and ICT.
